between meu and sm.

unidentified submarine contacts before prosecution. priority
therefore for units to attempt warnings process on initial detection
of subsurface contact using whatem means are available including
uwt and vhf channel 72. once in two way comms establishing
nationality of sm is a priority. warnings u1 - 3 delegated to all
units informing aswc and ctg of all responses. warnings u4 nd u5 to
be used only with authority of aswc/ctg.
2. for the purposes of warnings cjtf definition of a surfaced
submarine is quote a submarine that is fully surfaced with both fin
and casi clear of the water unquote. if surfaced the sm is to be
instructed not to dive and if at pd to surface, not to go deep or
lower masts. surfaced sm are to be read surface warnings.
